Turns out that Skype's policy re 911 services is in conflict with CRTC rulings re 911 services in Canada (including VoIP service providers). Until this conflict is resolved, no SkypeIn for Canada. It is not a technical issue at all as one can get Canadian DID numbers with 911 service included. According to my source Skype does not want to set a precedent by offering 911 service in one country; there are liability issues as well as regulatory. So it's time for Skyping Canadians to go political re the CRTC's rulings if they want SkypeIn. (Maybe start with promoting some of the concepts included in Jeff Pulver's/Tom Evslin's VoIP post-emergency communications petition.)
