If this happens it will be awesome. I was in discussion with a client this very morning who's is looking at using our IVR technology to control access to his content and one of the obvious issues was payment mechanisms. I even have a task in my PDA to contact Skype to enquire whether they intend to provide such an obvious service.
As we all know, credit cards and systems like PayPal and NoChex are just too expensive for relatively low cost items. An electronic wallet alternative is still needed for mass distribution of low value content. The closest thing today is premium SMS and telephony services. Put this concept on top of the FREE Skype infrastructure and the option to deliver an electronic wallet service at lower cost comes within reach of reality.
About six years ago I had responsibility for mobile computing services in the UK for the systems integrator SEMA, and spent a lot of time with the mobile phone handset manufacturers who at that time were looking at ways of turning the mobile phone into an electronic wallet. At that time the concept of bluetooth links to a 'Coke' machine to buy a drink and pay through the monthly phone bill, and other similar applications were being explored and delivered. More importantly looking at the actual usage of a service and price upon that usage was also seen as a strong competitive advantage but at that stage not practible due to the infrastructure cost involved.
If Skype deliver payment services on their network and employ a pricing strategy similar to their existing pay services then we have the potential of achieving the potential that back in the late 90's were shelved due to the relatively high cost of delivering the service.
As you say, this has the potential to make a very big difference to Skype and it's supporters.

I have tried to transfer money to my Skype account both from positive Master Card and VISA, but I receive a message via mail from Skype "we have cancelled your order". >Now for 6 times. This is a nonsens system when you are not given an alternative to pay- or an explanation you can use. Hvat can I do???
