I'm not entirely sure this is necessary to build into the Skype protocol, although I admit it would be nice. Remember, after all, that there is no need to use a real-world identifier when setting up a Skype account, unless one plans to use SkypeOut.
As far as IP addresses go, one has only to go down to the nearest Internet cafe, and make use of their wifi or just go wardriving to find an unprotected wireless access point. Even the SkypeOut problem can be taken care of, if Skype would permit payments through anonymous services such as e-gold or the like.
